115. Despite section 18 of the Québec Immigration Act (chapter I-0.2.1) and section 21 of this Regulation, a foreign national who belongs to the family class within the meaning of sections 59 and 60 or is domiciled in Québec and belongs to the class of foreign nationals who are in a special distressful situation within the meaning of paragraph a of section 18 and paragraph 1 of section 27 of the Regulation respecting the selection of foreign nationals (chapter I-0.2, r. 4), as they read on 1 August 2018, or a family member of the foreign national must, until 2 August 2020, be selected by the Minister to settle permanently in Québec.
The Minister selects as permanent resident, during the period provided for in the first paragraph, a foreign national who
(1)  belongs to the family class and is covered by an undertaking made by a sponsor in accordance with Division V of Chapter III of this Regulation; and
(2)  is recognized as a refugee when the foreign national is already in the territory of Québec.

115.
